Hey Jane,

Here are a couple of comments on the CWCS preproposal RFP you put out this year.

Under instructions for submission of preproposals, Number 4 (Three pages of ….):   Items a) and c) appear to be the same thing.  Under item d) – the example you gave is really methods instead of a goal or goals.  The text you have here, in my opinion, is a summary of the methods for the goal of increasing the amount of suitable habitat for yellow-cheeked darter and hellbenders.

Subject: Comments for next SWG ranking process

Jane,

This is a follow-up email to my comments at the quarterly staff meeting regarding priority setting, in particular to those involving habitat projects.  In the final list of priorities that went out as an RFP, prescribed burning and forest management were listed as priority projects no matter where they would take place in the state and no matter what habitat types they were conducted in.  I believe that these “priorities” were way too broad, especially in comparison to the specific project that came out of the other groups. 

I don’t have any particular problem with habitat management projects being funded through SWG, but if we’re going to require specific project proposals from the species groups we should expect fairly specific priorities from the habitat group as well.  For example, is prescribed burning in the pine-bluestem habitat of the Ouachita ecosystem a real priority?  Then we should say so rather than just saying prescribed burning ANYwhere is a priority. 

So, my recommendation is that the habitat team set conservation action priorities based on ecosystem and habitat type for such general actions such as prescribed burning and forest management.
